We typically use Static List of Values (LOVs) as, well, standard APEX LOVs. They can also be used in custom components such as plug-ins, PL/SQL regions, and more–with many advantages. Static LOVs make data deployment easy, provide multi-lingual capabilities, and allow for build options, authorization schemes, and row-level conditions. With all these features, why would you bother with your own reference code table?
