The Texas Racing Commission is a state government agency that regulates all aspects of pari-mutuel horse and greyhound racing in Texas. It ensures racing safety, integrity, and fairness. It monitors racing-related activities, issues licences, and has the power to enforce rules and regulations.
The agency uses an Oracle database with in-house customized applications built with Oracle Forms and Reports as well as Oracle APEX to license, track and analyze racing activities. It tracks participants, licences, violations, animals, and animal health, as well as dollars wagered. Many administrative functions such as inventory, service requests, and mail logs are also stored in its database.
To better fulfill its role as industry regulator, the Commission required functionality beyond the limits of its Oracle Forms-based legacy applications. It needed to
The Commission initiated a series of projects to migrate key Oracle Forms applications to Oracle Application Express (APEX). These included: Veterinary, Investigations, Rulings, Licensing, and others.
Insum was chosen as a trusted partner to design and deploy these applications, which not only included existing Forms functionality but also many enhancements, a number of which happened to be native to APEX.
The new applications improved performance for users in several areas.
Linking all animal records to the maintenance page gives its users a “one stop” application allowing them to quickly see the number of existing records for an animal and easily navigate to those records.
By using APEX Interactive Reports to augment and replace existing Oracle Reports, Insum enabled investigators to quickly access information across applications eliminating excessive navigation through menus or form pages. Interactive Reports also provides easy but powerful tools allowing them to build and customize their own reports.
Insum automated the manual processes in this application. Search functionality was also added throughout the rulings system. This has sped up processes and increased efficiency. Records are much easier to locate. New features have improved application functionality and security.
The application was redesigned to reduce clutter. Adding links for license relationships made navigation simpler and functionality easier to understand.
